Wright. So, a clean flash mean:
-Boot to twrp
-wipe from advanced wipe everything except "internal storage"
-install ROM, gapps and root
-reboot
If you don't delete data partition your old gapps remain and probably conflict with the new ones. Also I think the gapps are not shown if you not sign up in your Google account. -
No, dont wipe partitions manually. Factory reset only.
If youre saying on initial boot it boots up fast and doesnt ask you to sign in then GApps arent being installed. Are you using a script for them? On initial boot do you see any Google apps installed? Can you sign in manually? Have you manually reformatted anything? Have you ever changed to F2FS? Try repairing the system partition in TWRP. Go to wipe/advanced/select system/choose repair.

Correct, which is why I wrote the directions the way I did above. Wiping data manually can and does cause all sorts of weird issues. -
Yup but if don't delete system partition all app's remain so it can conflict with the new ones. This could be the explanation why after boot he was not prompt to sign up to Google. I allways use the manual wipe way and never had any issue.

You obviously didnt read my original instructions to him....
Process is- Make sure you have TWRP installed
- Reboot to recovery
- Factory reset
- Wipe system
- Flash Rom, GApps, Magisk
- Reboot
Do it however you like, but I can tell you manually wiping data does cause issues. Ive seen and experienced it and I guarantee you Ive clean flashed more than anyone you know. -
I've never manually formatted anything, I've never gone from F2FS, I tried to repair the system partition but nothing happened. I installed the Velocity 8.0 before the gapps 8.0 until everything is smooth, after I go into recovery I restore factory, wipe system, install rom install gapps and gapps do not install. I take a screenshot.

Then there is something wrong with your partitions or installation of TWRP or something else. No idea.
If it were me, I would use fastboot to wipe and reformat everything including internal storage. I would probably flash full stock via flashall.bat and start completely fresh. Something is very wrong with your phone.

Yup, my fault. I just escape the "wipe system" instruction. So please apologize for misunderstunding. Also from my experience sometime "factory reset" could delete all partitions from users you try to help...including internal storage"

I have deleted everything from memory and I installed the last stock (27m) with NRT, it is not the same I have to do it through fastboot?

Not sure what NRT is but using the flashall.bat that comes with true factory images wipes and reformats EVERYTHING. You will need to reinstall recovery even.

I would install TWRP and go straight to 8.1 using normal factory reset/wipe system clean flash procedure.
